Construction Management Control

Immediately upon receipt of the Notice to Proceed, the Project Manager and the site team will be assigned after getting approval of the Client / Engineer. The Project Manager commences development of the Master Schedule in the form of a cost loaded activity, time scaled Precedence network, with the coordination of Client / Engineer Site Management. The Project Manager is assisted by the coordinating Engineers, Staff, Construction Manager and the Scheduling Manager in order to incorporate, integrate and interface the subsequent schedules of construction.The manpower projection will be established by using a well defined system in tabular form to calculate the work crew required for each item of work based on normal daily production rate. All items of work together with their units and total quantity are listed and the calculation for the number of the man days is established.

After detailed studies and evaluation of the scope of work versus the required construction schedule and milestone, based on the Output Reports and Histograms produced by our Schedule Planning and Control System, the summary of the work crews, number of each category and available manpower resources are summarized in a table format to allocate the needed manpower for each activity on time allocated in the construction schedule.

The needed equipment to be used in a project will be selected from our owned equipment and rented. Please see our equipment list.

We have contacts with the most reputed firms / vendors not only in the Kingdom but also
outside the Kingdom. This has made it easy for the procurement department in floating
inquires, collecting catalogues, product data etc., and finally getting the correct material to
the project.

The major works packages within the permanent works are briefly addressed to delineate our intended action and procurement for each work package

We will deploy our expert subcontractor for earthwork who is capable of deploying the required manpower and equipment resources to assure the early achievement of the excavation and backfill operations as planned. The materials for backfill are envisaged to be available from a borrow pit area close to the project premises. A separate work crew shall be assigned for the material preparation and stocking in the borrow pit area. The same group will be responsible for the excavation and backfill operations for the sub-structure and utility trenches.

We will deploy our own team for the execution of concrete works for buildings. Technical Services and Support Division upon request from Head Office will deploy all the formwork and necessary equipment from our main store. We envisage no problem in manpower and formwork provision. Cut & Bent Steel will be done by our workshop. Concrete works will be purchased from an automated batching plant. Chilled water or night time pouring will be utilized during hot summer season.Electro-mechanical first fix shall be catered for concretework.

We will endeavor for the early assignment of these subcontractors starting with pre-engineered/precast packages with the approval of Client / Engineer. Upon approval these subcontractors will immediately mobilize their engineering teams to prepare and submit all shop drawings, materials and non-material requirements. We will closely follow up on the progress of all subcontractors through the various disciplines within the Project Management Team.Additionally, if deemed necessary we will assign a representative within factory workshops to insure the proper sequence of work and the proper coordination among the various trades.

This package will encompass a wide number of sub-packages including waterproofing, doors and windows, decorative metal works, equipment and various other items. From the initial stages of the project, the Project Management team will systematically identify all these packages and coordinate with procurement departments for the early assignment of all specialty subcontractors and suppliers. The key element for the successful completion of the various packages is strong control and follow up process as well as coordination among the various trades. All these activities will be sequenced in accordance with the submitted project schedule. The execution of these works will be carried out by our crews as well as specialty subcontractors for some of the finishing packages. All these packages will be supervised, controlled and sequenced via our senior coordinators who will carry this responsibility among all trades.

Our Electro-Mechanical Division will deploy its own team who is successfully operating all our Projects. An Electro-Mechanical Project Manager will be assigned to operate the work and duly authorize all matters relating to the engineering, procurement and installation of the works required. He will be directly reporting to the project manager.

The works are expected to commence in coordination with construction works. Activities will start with the clearing of existing utilities, earthwork (excavation and backfill) to bring each area to the required level, trench excavation for the various wet and dry utilities, and installation and backfill for these utilities. In addition to the road and parking works including asphalt, landscape and hardscape, irrigation and external lighting. During all times works on the external areas will be phased in such way to maintain accessibility to the buildings and working perimeter in addition to the highest levels of control in terms of safetymeasures.

The successful closing out of a project is not merely an activity towards the end of the project, rather it is an accumulation of efforts throughout the project span. We will make sure that all to the final handover is being systematically approved by the client / engineer though out the course of the project. This effort could be typically specified as follows:

Construction planning is a fundamental and challenging activity in the management and execution of construction projects. It involves the choice of technology, the definition of work tasks, the estimation of the required resources and durations for individual tasks, and the identification of any interactions among the different work tasks. A good construction plan is the basis for developing the budget and the schedule for work. Developing the construction plan is a critical task in the management of construction, even if the plan is not written or otherwise formally recorded. At AL SHAHEQ we use Primavera P6 for planning and scheduling tasks.

Project cost is typically reviewed monthly. The cumulative effect of change is tracked and predicted for all firm-price contracts.Reimbursable cost is predicted by analyzing work progress, amount spent to date, committed cost, and amount predicted to complete. The cost management accounting system summarizes the cost of individual pieces of scope and predicts total construction cost.

Change is inevitable and often desirable. The project change management system should identify and document all variation from the contract drawings and specifications and provide a process for technical approval and project authorization.The change order documentation should identify not just the cost impact of the change, but also any schedule, quality, and safety considerations. These are key issues to be addressed in the decision making process.
Proposed change should be dealt with in a timely manner. Once authorized, the change should be incorporated in the project scope of work. Excessive change can add complexity and cost beyond that identified in individual change orders.
